Economist on "Can we logically distinguish between acting on preferences, and discriminatory"

Suppose agent A only has time for bad bietches, and acts in accordance with that preference.

It strikes me that whether we would consider this discriminatory or not is a function of prevailing social norms (i.e. the distinction turns on whether we would consider the preference normative, in some broad sense).

But I admit that this is an impressionistic rather than rigorous analysis.
